So I already told you the answer how to fix Overly restrictive firewall. The fix is WAIT – submit later, submit at 4am etc. But while doing that, you can…
1. Switch to a Mobile Hotspot
- Some users reported that switching from their regular internet connection to a mobile hotspot resolved submission issues. This workaround bypasses potential ISP restrictions or network configurations that might interfere with eBIRForms’ connectivity5.
2. Uninstall Antivirus Software
- Certain antivirus programs can block eBIRForms’ connection to the server. Users have resolved the issue by temporarily uninstalling their antivirus software, reinstalling eBIRForms, and then submitting their tax returns. Be sure to reinstall antivirus software afterward for security purposes7.
3. Revert Windows Updates
- Users on Windows 10 have noted that specific updates, such as the Creators Update, caused compatibility issues with eBIRForms. Reverting to a previous version of Windows has helped some users resolve the problem:
- Go to Settings > Update & Security > Recovery.
- Select Go back to the previous version of Windows 101.

- Clicking the triangle in the lower-right system tray.
- Right-clicking on security software and selecting Disable Auto-Blocking.
- When prompted, choose Keep Run instead of blocking the application4.
6. Delete and Re-register TIN
- Some users resolved submission errors by deleting their current registered TIN in eBIRForms and re-registering it:
It looks very technical right? Only a veteran CPA or veteran Windows User can do most of these things.
That’s why it’s probably better if you just use Juantax.com or Taxumo.com. Even if they charge
P 100 per send or P 888/month, you don’t get the stress.
Or you can wait a few hours and submit again.
7. Check File Formats
- Ensure that forms are saved in the correct file format (e.g., PDF or XML) before submission. Incorrect formats can cause errors during validation or submission6. This will NOT affect your Overly restrictive firewall problem.
8. Manually Adjust JavaScript Errors
- Script errors during submission (e.g., “The data necessary to complete this operation is not yet available”) can sometimes be fixed by reinstalling Java Runtime Environment (JRE). 9. Refresh Submission Screen
- If submission fails but the “Submit” button disappears, return to the main screen of eBIRForms, refresh it, and attempt resubmission after verifying all details are correct3.

10. Contact BIR Developers for Server Issues
- Some users have identified that server-side problems at BIR may cause submission failures. Contacting BIR’s official support team for updates on server availability has helped others confirm whether the issue is local or systemic17. Sabi nila, they’re nice people naman daw.
11. Reinstall eBIRForms Offline Package
- Fully uninstalling and reinstalling the latest version of eBIRForms has resolved issues for many users:
- Backup computer.
- Uninstall both eBIRForms and any related files.
- Download and install the latest version from an official source.
- Ensure all dependencies like .NET Framework are updated before reinstalling7.
- Backup before you do this.
12. Adjust Internet Options
- Users have suggested tweaking Internet Options:
- Open Internet Options via Control Panel.
- Go to the Connections tab and click on LAN Settings.
- Ensure that “Automatically detect settings” is checked and “Use a proxy server” is unchecked7.
- It just says USE THE DEFAULT DNS of your ISP

13. Clear Temporary Files
- Deleting temporary files stored by eBIRForms has helped resolve script errors (these are not Overly Restrictive Firewall, though)

C:/Users/[Your Username]/AppData/Local/Temp. - Locate any folders or files related to eBIRForms and delete them.

My belief is that…you should be focusing on your business instead of it’s nity-gritty accounting or tax compliance activities.
Maybe better to get experienced (old) CPA or hire Taxumo or Juantax experts. Just my take.
14. Use a Different ISP
- If your current internet service provider seems to block connections with BIR servers, switch to another ISP temporarily or use a VPN service to bypass potential restrictions57.
15. Enable Compatibility Mode
- Running eBIRForms in compatibility mode for an older version of Windows (e.g., Windows 7) has resolved issues for some users:
- Right-click on the eBIRForms shortcut.
- Select Properties > Compatibility tab.
- Check “Run this program in compatibility mode for” and select an older Windows version6.
